Refurbishment & Reuse Policy Statement

South Australian E-Waste Services (SAEWS)

Effective Date: May 2026

1. Introduction

South Australian E-Waste Services (“SAEWS”) supports environmentally responsible refurbishment, reuse, redeployment, and lifecycle extension of electronic equipment wherever commercially practical, safe, and compliant.

SAEWS recognises that refurbishment and reuse programs play an important role in:

  • Reducing landfill waste
  • Supporting circular economy initiatives
  • Lowering environmental impact
  • Extending asset life cycles
  • Reducing unnecessary manufacturing demand
  • Supporting sustainable IT management practices

This policy outlines the principles and procedures relating to refurbishment and reuse activities conducted by SAEWS.

2. Purpose

The purpose of this policy is to:

  • Promote sustainable e-waste management
  • Prioritise reuse before recycling or disposal
  • Reduce environmental harm associated with electronic waste
  • Support responsible refurbishment pathways
  • Provide transparency regarding refurbishment practices
  • Encourage environmentally conscious asset management

3. Scope

This policy applies to electronic and electrical equipment managed by SAEWS, including:

  • Desktop computers
  • Laptops
  • Servers
  • Networking equipment
  • Mobile devices
  • Monitors
  • Peripherals
  • IT infrastructure equipment
  • Associated electronic accessories

4. Refurbishment Principles

SAEWS aims to prioritise the following hierarchy where reasonably practical:

  1. Reuse
  2. Repair
  3. Refurbishment
  4. Component recovery
  5. Recycling
  6. Disposal

Not all equipment is suitable for refurbishment due to:

  • Physical damage
  • Age or obsolescence
  • Safety concerns
  • Economic viability
  • Missing components
  • Severe contamination
  • Regulatory limitations

5. Refurbishment Processes

Where appropriate, refurbishment activities may include:

  • Asset inspection
  • Hardware testing
  • Cleaning and cosmetic preparation
  • Component replacement
  • Storage upgrades
  • Memory upgrades
  • Operating system installation
  • Functional verification
  • Data sanitisation
  • Basic quality assurance checks

Processes may vary depending on equipment type, condition, and intended outcome.

6. Data Sanitisation Prior to Reuse

SAEWS recognises the importance of secure data handling before refurbishment or redeployment.

Prior to reuse or resale, applicable storage media may undergo:

  • Software wiping
  • Secure erase procedures
  • Physical destruction where required
  • Removal of non-functional storage devices

Data destruction processes may utilise commercially recognised tools such as KillDisk or equivalent methods.

Clients remain responsible for ensuring requested destruction services are authorised and appropriate for their operational requirements.

7. Environmental Commitment

SAEWS supports environmentally responsible refurbishment and reuse outcomes by:

  • Reducing landfill contribution
  • Extending usable asset lifespan
  • Supporting circular economy initiatives
  • Minimising unnecessary disposal
  • Reducing demand for new raw material extraction
  • Supporting responsible recycling pathways

Refurbishment programs may contribute to measurable reductions in environmental impact compared to direct disposal.

8. Equipment Condition and Limitations

Refurbished equipment may:

  • Contain cosmetic wear
  • Include aftermarket or replacement components
  • Differ from original manufacturer specifications
  • Have limitations due to age or compatibility

SAEWS does not represent refurbished equipment as new unless specifically stated.

Performance outcomes may vary depending on:

  • Equipment age
  • Prior usage
  • Hardware condition
  • Software compatibility
  • Environmental exposure history

9. Licensing and Software

Unless otherwise stated in writing:

  • Clients and purchasers are responsible for ensuring lawful software licensing
  • Operating systems may be reinstalled where legally permissible
  • SAEWS does not warrant ongoing software support availability from third-party vendors

10. Testing and Quality Assurance

SAEWS may conduct reasonable operational testing prior to resale or redeployment.

Testing may include:

  • Boot verification
  • Hardware functionality checks
  • Storage testing
  • Network testing
  • Basic stress testing
  • Peripheral verification

Testing standards may vary depending on:

  • Equipment type
  • Intended use
  • Asset condition
  • Commercial practicality

11. Warranty and Liability

Unless otherwise agreed in writing:

  • Refurbished goods may be sold with limited warranty terms or no warranty
  • Warranty periods, where offered, will be separately documented
  • Consumable items and batteries may not be covered
  • SAEWS is not liable for indirect or consequential losses arising from refurbished equipment usage

Nothing in this policy excludes rights available under Australian Consumer Law.

12. Responsible Recycling of Non-Refurbishable Assets

Assets unsuitable for refurbishment may be:

  • Dismantled for parts recovery
  • Recycled through downstream processors
  • Disposed of in accordance with environmental requirements

SAEWS aims to divert materials from landfill wherever practical.

13. Compliance and Ethical Practices

SAEWS seeks to operate refurbishment activities in accordance with:

  • Environment Protection Act 1993 (SA)
  • Australian Consumer Law
  • Privacy Act 1988 (Cth)
  • Work Health and Safety Act 2012 (SA)
  • Responsible recycling principles
  • Ethical labour and environmental expectations

14. Continuous Improvement

SAEWS is committed to ongoing improvement in:

  • Refurbishment processes
  • Environmental performance
  • Data destruction practices
  • Quality assurance procedures
  • Circular economy initiatives
  • Asset lifecycle management
